Does the pre-initiative shot of a specialized bow-user go before the melee attack of a specialized fighter?
If I declare I'm going to shoot anything that comes within 3" and nothing does, can I choose to take a pre-initiatve shot the next round?
If I split fire can I move and, instead of shooting later in the round, prepare for a pre-initiative shot next round?

ADDICT suggests that your shot would go off first. But we seem to resolve all multiple attacks as occuring pre-initiative, so they might just be simultaneous.

I think if you take your missile fire actions of the previous round to prepare a pre-initiative shot, then you should go along with the specialized folk in the round you have your pre-initiative shot. So, to answer your three questions:
1. It would go in order of adjusted initiative among the melee combatants. I think someone with 4 attacks around would probably get an attack before and after your arrow.
2. No. I think you'll need to say you are preparing a pre-initiative shot and give up your option of shooting anything within 3".
3. Sort of. I think you can move half a move and prepare for a pre-initiative shot, though this is a bit of a stretch.
I'm confident that if you are preparing a pre-initiative shot, you are flat-footed and the bow is drawn for purposes of AC and weapon-breakage.
