James is right, and I'm wrong. Clerics of Bralm should be able to swap up to their level of cleric spells for druid spells when they memorize spells. The per day language threw me, but his interpretation is correct.
That said, druid spells like heat metal or flame blade would be those involving fire and not granted by Bralm. It's likely a roleplaying moment about whether clerics of Bralm will cast other folks fire-based spells off of scrolls.
Note that I do not see anywhere in the goddess's description that her clerics can use druid scrolls.

Just to clear it up ahead of time... does "Faerie Fire" count as a fire-based spell? Also, as a cleric of Bralm, would I be able to write a druid spell as a scroll? Would other clerics be able to use it? Other druids?

Would other clerics be able to use it? Other druids? I'll have to think about faerie fire. You aren't able to write a scroll with a druid spell on it. As Bralm, I would view this as a way for my priesthood to avoid my holy decision to grant one druid spell per level.
