Is it possible to walk around with the boots activated such that it would act as a Ring of Feather Fall?
The main example I am thinking of is activating them before I do my polymorph into a bird so that I decide to turn back into a non-flying form while in the air I already be levitating instead of falling for the required distance before activating them.
Another example would be having the activated while walking around such that if a falling trap were triggered it would prevent falling and taking damage. The leviatation would slight enough to keep contact with the ground but enough to prevent a serious fall.

The levitation spell explicitly states that you can move along the wall of a cliff while levitating. It doesn't say anything about the rate. I'd guess that you could do it, but probably not at your full movement.

Moving along a cliff face is really by pulling yourself along and you floating. You'd have to walk the same way, basically by pushing your toes down and then coasting. I'd think it possible, but your movement rate would suffer. I'd say you could move at a rate of 6" if you weren't doing anything else and at a 3" if you were, for example, in combat.
I think you should be able to activate your boots and have their effect convey when you are polymorphed. Since other magical effects continue, I see no reason why the levitation would shut off when you polymorphed.
