Obviously wish is a little different from limited wish, but I think bringing back Foebiter might be difficult. What if we're transported back in time to where Foebiter broke? It would be really fun to play that all again, knowing where the badguys are. We could, by consequence, erase a whole bunch of other death and destruction of our items.
Regarding Dell's level caps, even an INT of 20 wouldn't help him. That's why I think you'd need to wish specifically for his caps to be raised.

The idea of level caps is a meta-gaming concept. You should think of the cap in this case as meaning half-elves are not attuned to magic enough to understand the complexities of higher level spells without an incredible intelligence. The character does not know about the cap, he is just limited by his natural abilities. The only way to overcome the cap would be to change his natural abilities. However I would worry about trying to change your race. This might be construed as Polymorph Other or Resurrection and you could end up as a 0th level character of another race.

I don't see any problem with getting to 9th level, but I don't think it's likely that I could remove the limits forever. Really, it depends on what the DM will allow.
Mr. DM, what will you allow?

Foebiter probably would talk if the wish incorporated some wording for it to be aligned Chaotic Good instead of Neutral Good. It would also make Winthrop less grumpy.
Maybe we could wish for a certain cleric with his own day named after him to returnto help save the day. Of wish that Al's leg gets better.

Sure they're meta-gaming concepts, but they corespond to in-game concepts. I'd think that a reasonably and modestly chosen wish for Dell would be for him to remain a half-elf thief/magic-user, but raise his MU level cap as if he were single classed. That makes sense in an in-game perspective, as I'm sure Dell has met 10th level half-elf mages in the Monmorg or Loftwick guilds, so he knows that some half-elves are able to cast more powerful spells than he is. They've quite likely told him, or he intuited himself, super-genius that he is, that they are more powerful because they focus their training.
We could probably work on a precise wording. "While retaining all of my theiving abilities and potential for improving them, I wish to remain a half-elf and be able to pursue the mystical arts as if I were focused solely on them." Dell and Winthrop are both super-geniuses, so could probably further refine it.

Did Oaklock make arrangements to have a pair of Leomund's chests made before begining his training? If not, we should definitely get one made. It would make loot carrying a lot easier.

When we divvy up magical items, I'm interested in the horn (assuming that we think my NG alignment won't disqualify me, if so, Diego or Al should get it), the heavy crossbow of speed and the ring of fire protection. Raven will take one of the strength potions and Jasper will take a healing potion. I don't need the scroll of protection from magic, since Raven already has one. Jasper will trade Pfiffwin his bracers for whatever potion he gets allocated to him.
Raven's not particularly interested in the +1 shield, but he'll take it if the alternative is the surplus item pile at the Hall.

Here is a possible break out of the items given what people have said. This is only a starting point. I think the ring of possibly 3 wishes should be held by Dell but should be split among three characters or held in reserve for party use. Otto and Jasper gave up items. I was not sure if Cedrus is keeping the pouch of holding or this is just a loan. Dell probably doesn't need both containers of holding. I split up the paints in order to spread the chance of loss. Raven should hold the horn until Al returns in case it is needed. - Cursed: magical red sealed scroll – fire-trapped, explosive runes *used*
- Cursed: magical yellow sealed – cursed scroll *used*
- Cursed: magical ring – turns wearer invisible, but makes them weak, STR 3
- Cursed: Green – Poison, also Identified by Otto as Poison
- Cursed: Effervescent – Poison, also Identified by Otto as Poison
- Surplus: magical Huge iron mace – This huge footman’s mace is weakly enchanted, +1
- Surplus: magical platemail worn by the prisoner – This platemail appears weakly enchanter, probably +1
- Adrienne: magical Man-sized shield – this plain shield appears to be more strongly enchanted than normal, +2.
- Adrienne: magical pearl on a chain – grants a priestly wearer wisdom
- Adrienne: magical battleaxe – Identified as a +1 Axe
- Adrienne: glowing broadsword
- Al: a magical iron horn – this iron horn will, when winded, summon a small band of berserk fighters to fight the winder’s opponents, if the winder is a warrior. If the winder is not a warrior of neutral alignment, the berserkers will attack the winder.
- Al: Green – Extra-healing
- Al: Clear – Storm Giant Strength
- Al (from Otto): boots of tracks
- Cedrus: magical Scroll of Protection from Elementals
- Cedrus: a huge magical shield – Grugnir’s shield is weakly enchanted, +1, but is so large as to convey a +4 bonus vs. missile weapons. It also will deflect 1 in 5 magic missiles.
- Cedrus: magical green sealed – scroll of protection from magic
- Cedrus: Red – Human Control
- Dell: magical ring – 3 wishes or delusion
- Dell: magical wooden wand – covered with snowflakes, creates sleet and hail, ice walls, freezing cone (Paoli, Aerosi, Sterli)
- Dell: magical trick box – Poisonous, appears to be box of holding
- Dell: Lilac – Fire Resistance
- Diego: magical shining plate mail – this shining armor appears to be more strongly enchanted than normal, +2.
- Diego: Pink – Levitation
- Diego: Clear – Frost Giant Strength
- Diego (from Otto): javelin of lightning
- Hugh: Magical Flaming Broadsword – This broadsword bursts into flame when told to, is +1, and does an additional 1d4 flame damage. Flammable items must save vs. normal fire or ignite when hit.
- Hugh: a magical silvered set of human-sized black chainmail – Stronger than typical enchantment, This chainmail appears to be +3.
- Hugh: Golden – Diminuation
- Jasper: magical heavy crossbow – Fires every round
- Jasper: Silver – Polymorphing
- Jasper: Yellow – Healing
- Oaklock: Elf-sized suit of magical plate mail – Platemail +2
- Oaklock: Black – Oil of Slipperiness
- Oaklock: magical four jars of paints
- Otto: magical hammer – This hammer appears to gain in power as one gains in strength. It can only be used by someone over 6 foot. At Otto's current strength, the hammer is +3 to hit and damage, and does 2d4+2/2d4 per hit. Otto thinks it would be increasingly deadly if the wielder were stronger, to the point where it would be lethal with a single hit if the wielder was strong enough.
- Otto: magical bastard sword – Identified as a Giant-slaying sword (+2, +3 vs. giants)
- Otto: magical boots worn by the prisoner – These boots allow the wearer to move at twice normal movement. Because of this great speed, the boots also convey a protective bonus of +2
- Otto: Purple – Speed
- Pfiffwin: magical dagger – this dagger appears to be +1.
- Pfiffwin (from Jasper): bracers of defense – AC 6
- Raven: magical ring – fire resistance
- Raven: a man-sized magical shield bearing the symbol of the rampant black lion of Keoland – Identified as a +1 shield
- Raven: Purple – Cloud Giant Strength
- Raven: Lavender – Healing

I've got a few changes to make, but a good start. One thing to note is that Oaklock is currently without a magical weapon. What proficiencies does he have?

Originally he was proficient with longsword, shortsword, and shortbow. I don't think he has learned anything new. Maybe we can get a longsword from one of the mercenary groups in exchange for some surplus armor.

Is this the distribution we decided on? If so, it's fine with me. Also, Oaklock has the +1 sword of the Hart on loan from me. IIRC, I had loaned it to Adrienne when she came aboard, but loaned it to Oaklock since elves get a bonus when using a longsword.
